Sanjeeta Kumari’s dream of making a fresh start in life was shattered 
this week when Maoist insurgents killed her for allegedly spying on 
behalf of the police. Her blood-stained body was found near the hills of
 Gumla in Jharkhand on Thursday October 8th.</div>

Kumari, who also went by the name of Guddi, was lured into the outlaw
 group when she was 11 by a neighbour and transformed from a cook into a
 crack shot, serving under the Maoist banner for eight years, before she
 decided to turn over a new leaf.</div>

The 20-year-old ran away from the rebels and went into hiding in 
Gumla, where she rented a house and enrolled herself at a local school 
but the outlaws continued to threaten her regularly.</div>
<div>
 </div>
<div>
When Hindustan Times met her on July 28, Guddi recounted chilling tales of the 
looming threat to her life but said she was committed to her studies and
 wouldn’t return to the extremist fold under any condition.</div>
<div>
     "I cannot surrender because the moment my leaders come to know, they 
will kill my parents and siblings," she told HT, on the condition that 
her story wouldn’t be published. </div>
<div>
     "I will be able to study as long as I am not identified and captured 
or my bosses in the jungle do not take me away forcibly," she said.</div>
<div>
 </div>
<div>
But her dream wasn’t to be. When she went home to see her parents and
 siblings in the Maoist-infested village of Sibil on Tuesday, she was 
abducted by the insurgents, who left a handwritten note saying Guddi had
 to die because she didn’t mend her ways despite several warnings.</div>
<div>
 </div>
<div>
Her body was brought to the hospital by local villagers, not police 
personnel, who live in constant fear of Maoist attacks. </div>
<div>
     "She was not our
 spy, and do we not know of any Maoist related case against her name so 
far," said Gumla police superintendent Bhimsen Tuti.</div>
<div>
 </div>
<div>
Guddi said she was lured into the group by her neighbour Savita Didi,
 who was a Maoist leader. Guddi served as a cook for a year before 
undergoing arms training and became an expert at handling Insas rifles 
and carbines.</div>
<div>
Once fighting the forces in the Latehar jungles, a bullet pierced 
through her foot.        </div>
<div>
     "With the injured foot, I ran and walked for four days
 and nights till we reached a safer place," she said.

She fell in love with zonal commander Kanchan and wanted to marry him but he died from police bullets in an encounter.</div>

<div>
Guddi also said Maoist commanders regularly exploit women sexually 
but it was often projected as consensual sex. </div>
<div>
     "Abortions are a routine 
affair as female commanders cannot become mothers," she had said.</div>

"When I had left the camp in April, there were 23 minor girls in 
zonal commander Nakulji’s camp, few of them were as young as 10 years."</div>

Amaechi Reacts to Wike's Recent Corruption Allegation

Rotimi Amaechi, former governor of Rivers state, says Nyesom Wike, 
his  successor, is trying all within his powers to stop him from 
becoming a  member of President Muhammadu Buhari’s cabinet. </div>

It should be noted that Wike set up a judicial panel to investigate
 the administration of Amaechi which allegedly revealed the former 
governor misappropriated N53 billion from the State Reserve Fund.Denying the  allegation that N53 billion got missing from the 
state’s treasury under  him, Amaechi described the panel which Wike 
mandated to investigate him  as “invidious”. According to Amaechi, the  
statement credited to the panel’s chairman, Justice Omeriji of a  
missing N53 billion is unfortunate and leaves much to be desired.

Here is the statement issued by Amaechi's office in response to the new allegations:<em><br />
</em><br />
<em>“The  mischief is all the more evident as the funds referred to are 
funds from  the Rivers state reserve fund which was duly approved by the
 a Rivers  state house of assembly and whose expenditure were duly 
captured and  accounted for.<br />
<br />
“Ordinarily we might not have responded to the  mischief of Mr. Wike 
knowing that having failed with his various  desperate tactics to stop 
the nomination of the Rt. Hon. Chibuike  Amaechi as a minister, he has 
embarked on this last ditch effort which  is his trump card in the hope 
that it will diminish the former  governor’s towering stature as a 
statesman and honest Nigerian.<br />
<br />
“However,  in keeping with Governor Amaechi’s ethos of transparent and 
accountable  leadership we will again repeat the facts of the matter. 
Government had  set aside the reserve fund as rainy day fund and had 
need to fall back  to it to fund salaries and projects. The details of 
the expenditure were  very clearly captured and this information which 
was already in the  public domain was shared with the incoming 
administration and the  Omeriji panel.<br />
<br />
“Government business should be transparent and  honest and if indeed Mr.
 Nyesom Wike understands that basics of  governance then he should know 
that rather than playing to the gallery  with his red herring of a 
panel, he should simply go to court and prove  his spurious allegations 
of corruption.<br />
<br />
“We would counsel Mr.  Wike to focus on the job at hand and try to make 
something of the few  days he has before he leaves Brick House, per 
adventure he might yet  make some positive impact on the minds of Rivers

The Punch reports that the patient, whose identity still remained 
unknown, allegedly manifested symptoms likened to that of an EVD patient
 before he died. However the UCTH authorities, said the patient might 
have died of Haemorrhagic fever.<br />
<br />
The Chairman of the Medical Advisory Council, UCTH, Dr. Queeneth Kalu, 
said the blood sample of the patient had been sent for testing, while 
identified contacts had been quarantined.<br />
<br />
Also, Kalu disclosed, at a press briefing in Calabar on Thursday, that 
the National Centre for Disease Control, Federal Ministry of Health, 
Cross River State Government as well as the Department of State Services
 had been informed of the development.

Buhari Can't Double as President and Petroleum Minister...See Reason

Two Ijaw groups, Ijaw People Development Initiative, IPDI and National  
Association of Izon Ebe Students , yesterday, said it was  
unconstitutional for President Muhammadu Buhari to assume the office of 
 Minister of Petroleum according to the Vanguard.<br />
<br />
Leaders of the groups, Messrs Austin  Ozobo and Ebi Wayas respectively, in a joint statement, said,<em>
 “By virtue  of Section 138 of the Nigeria Constitution of 1999 as 
amended, the  president shall not during the tenure of his office hold 
any other  executive or paid emolument in any capacity whatsoever.”<br />
<br />
“This  provision is indisputably clear , Buhari is taking us back to the
 days  of the military rule, obviously he lacks the power to assume the 
 position of petroleum minister as serving president,”</em> they asserted.<br />
<br />
 <em>“It is an act of lawlessness and the constitution prohibits a  
public officer assuming two political offices and earning double  
salaries, the president inclusive.”</em><br />
<br />
The group stated, “<em>The president  should resign as president and subject himself to screening by the  Senate if he wants to be petroleum minister.”<br />
<br />
“However, we advise  him on the implication and negative impression his 
resolve to occupy  two offices ‎may create on his unpopular change 
agenda,” </em>they added.

Ministerial Race: Senate's New Rule Puts Amaechi and Fashola at Risk

Every ministerial nominee must be endorsed by at least two senators from
  their state, the senate ruled on Thursday after deliberating on the  
procedures for the screening which commences on Tuesday according to The
 Cable.<br />
<br />
Except there is last-minute realignment of forces, some of the 
ministerial nominees may not scale through. Rotimi  Amaechi , former 
governor of Rivers state, has been openly  antagonised by the three PDP 
senators from his state.<br />
<br />
It is also  believed that Babatunde Fashola, former governor of Lagos 
state, may be  affected by the proviso, which is not new but had been 
used in the past  to disqualify certain nominees. Fashola is not thought
 to be a nominee of Bola Tinubu whom the three APC senators from Lagos 
state are loyal to.<br />
<br />
According  to Dino Melaye, spokesman of the senate, the upper chamber 
would adopt  constitutional provisions and conventions of the senate as 
modalities  for screening the nominees. Melaye said the senate would 
apply  section 147 of the Nigerian constitution‎, which states a nominee
 must  be an indigene of one of the 36 states of the federation, in the 
 exercise.<br />
<br />
He also disclosed that the senate would use section  14(3‎) of the 1999 
constitution, which stipulates that a nominee must be  eligible by age 
and academic qualification to be confirmed as a  minister.

A statement from the Directorate of Army Public Relations signed by its 
acting director, Colonel Sani Kukasheka Usman on Thursday, October 8, 
confirmed the attack on a military base on Wednesday, October 7, which 
left three soldiers dead. The statement below:<br />           The Nigerian Army wishes to confirm an attack on Sector 1 of 27 Task 
Force Brigade located at  Gaidam, Yobe State, yesterday Wednesday 
evening. The attack was successfully repelled by the troops and the 
reinforcement sent. <br />

The troops killed most of the attacking terrorists and destroying their 
weapons and equipment. However and regretfully too, we lost 3 soldiers 
and some equipment during the encounter.
The Chief of Army Staff (COAS), Lieutenant General Tukur Yusufu Buratai 
who was on operational visit to North East, personally visited the 
troops location, assessed the damage done. He warned the officers of the
 unit that such ugly incident should not be allowed to happen again. The
 COAS also drove into the town and further assessed damage by the 
terrorists and gave further directives to the troops for the defense and
 improved security of the general area. 
He also met with some of the community leaders and Idris Aloma 
Polytechnic staff where he assure them of their safety and improved 
security. The situation in Geidam is now calm and people are going about
 their normal businesses.The Chief of Army Staff was received at Geidam 
by the General Officer Commanding 3 Division, Major General Hassan Umaru
 and Acting Commander 27 Task Force Brigade who led the reinforcement 
team last night.The COAS was accompanied on the visit by the Theatre 
Commander Operation Lafiya Dole, Major General Yushau Abubakar, the 
Chief of Training and Operations (Army), Major General Fatai Alli, as 
well as Acting Director of Military Intelligence, Acting Provost 
Marshall and Director of Campaign Planning, as well as the Acting 
Director Army Public Relations and the Liaison Officer of the 
Multinational Joint Taskforce.
The Nigerian Army wishes to assure the public that this isolated 
incident would not be allowed to repeat itself. We reaffirm our 
determination and commitment to route out the Boko Haram terrorists in 
all their enclaves before the end of this year. The Chief of Army has 
continued his operational visit to other formations and units within the
 theatre of war against the Boko Haram terrorists.

This will be the fourth blood moon - a phenomenon created when the moon
 passes into the earth’s shadow - since April 15 last year. </div>

 a US pastor, wrote a book foretelling the disaster “Four Blood Moons” 
which in March last year was the country's ninth best-selling paperback.

Mr Hagee and Mark Blitz have pinpointed the blood moons as heralding the end of the world and the second coming.<br />

They and others who share his view cite sections of the bible to justify their fears. <br />
Passages include Acts 2:20: “The sun will be turned to darkness and the
 moon to blood before the coming of the great and glorious day of the 
Lord.” <br />
NASA sought to put the world’s mind at rest, issuing a 
statement that its sophisticated monitoring equipment had not seen 
anything untoward. <br />
"NASA knows of no asteroid or comet currently
 on a collision course with Earth, so the probability of a major 
collision is quite small," a spokesman said. <br />
"In fact, as best as we can tell, no large object is likely to strike the Earth any time in the next several hundred years." <br />
But if the world survives the blood moons, it may only be a very brief temporary reprieve. <br />
According to Chris McCann and the eBible Fellowship, the world will in fact end on October 7. <br />
Mr McCann cited the scriptures to predict the second coming. He 
initially said it would take place on May 21 2011, but then revised his 
prediction – which had been emblazoned on a bus – to October 7. <br />
The earlier date, he said, was the deadline for seeking salvation with 
the latter date being the end of God’s complete 10,000 days of judgment<br />

The Niger State National and State Assembly Elections Petitions 
Tribunal, sitting in Minna yesterday nullified the election of Murtala 
Badaru (pictured above) of APC, representing Suleja, in the Niger State 
House of Assembly on grounds of being underage.<br />

The Chairman of the tribunal, Justice Olatunde Oshodi, while delivering 
judgment on the election petition filed by  Shaibu Iya, of PDP, said 
Badaru did not attain the constitutional age of 30 to become a lawmaker.<br />
<br />
<a href="https://www.blogger.com/blogger.g?blogID=4442204860816360768" name="more"></a>He ruled out the allegation that Badaru forged his 
educational certificates tendered before INEC during the elections. 
Justice Oshodi afterwards ordered the Independent National Electoral 
Commission to conduct a fresh election within 90 days‎.<br />

Counsel for Badaru, Mr Chris Osuagwu, says his client would appeal the judgment.<br />

The Kaduna State Government says it has uncovered a pension racket that 
costs the state N1.3 billion annually. A statement by Samuel Aruwan, 
spokesperson to Governor Nasir El-Rufai, states that the discovery was 
made during the verification exercise of pensioners in the state which 
was conducted recently.<br />
<br />
The report from the verification exercise was presented to the state 
Executive council yesterday and it showed that 2,484 ghost pensioners 
were identified and removed from the pension payroll.<br />
<br />
<a href="https://www.blogger.com/blogger.g?blogID=4442204860816360768" name="more"></a>Another set of 1,404 were classified as probable 
ghost pensioners because while they managed to get verified, they 
curiously failed to pick their pension cheques.<br />

The state executive council has ordered investigations to identify the 
person(s) that have collecting the pensions of the ghost pensioners. The
 statement in part reads<br />

“In July 2015, the total pension payroll from the state and local 
governments stood at 18,265. It cost the state government 
N543,771,967.43 monthly to pay the pensioners. But at the end of the 
biometric verification exercise, only 15,781 pensioners were verified on
 the payroll. As many as 2,484 supposed pensioners did not show up at 
all. Of 15,781 pensioners that were verified, 1,404 pensioners did not 
collect their cheques, and they are being treated as probable ghosts. 
The Kaduna State Executive Council has ordered further investigations 
into the precise identities of the syndicate behind the pension scam. 
The council welcomed the fact that the verification of the pension 
payroll will now enable the state to save N1.3 billion every year.”</blockquote>

Susan Kalondu, 17, and her 2-year-old son Jesse Kinyua were murdered at 
Karen Plains in Ngong Forest, Kenya. Her body and that of her son, still
 tied on her back, were found by a herdsman at 4pm, Monday, October 5.
Beside the two bodies, Langata OCPD, Elija Maina said, was a piece of 
cloth which police suspect, was used to strangle the two to death.<br />

"The bodies were fresh and had bruises on the neck. We have formed a 
team of detectives to conduct investigations into the killing and we are
 following crucial leads" Mr Maina said.

The team is led by the Langata DCIO, Mbogo Mwaura. He said the body of 
Kalondu clad in a red dress laid on top of that of her son (pictured 
above before his death) who had been dressed in a jeans short and a pink
 jersey.<br />

On Tuesday, Kalondu’s mother, Elizabeth Kanini, her elder brothers, 
Philip Kaleli and Patrick Kimeu were at the Karen Police Station to 
record statements as police seek to unravel the mystery surrounding the 
murders.<br />
<br />
According to Nairobi News, the man with whom Kalondu has been living for
 the past three months had last week escaped with her other child – then
 three weeks old daughter.
Ms Kanini told the media that earlier on the day the bodies were found, 
she had left her daughter and her grandson still asleep at their house 
in Lenana.<br />

"She was to join me later at a construction site at the Karen Plains 
where I work as a cook for casual laborers. She did not turn up and at 
around 4.30pm, my son called me and told me that she had been found in 
the forest," Ms Kanini said.

She said her daughter had been living with her and that she had been in a
 relationship with the man she identified as Stephen Awuor who was also a
 casual laborer at the Karen plains.<br />

"The man had lived with my daughter for three months and they separated 
two weeks ago when he attempted to burn her and her son," she said.
</blockquote>
Although Ms Kanini said that she did not know a lot about the man, she 
said that she had met him severally, as he had been working near her 
workplace.<br />

 "I do not know where he lives or any of his close relatives. The only person who knew was Kalondu," she said.
</blockquote>
The bodies of Kalondu and her son were transferred to the City Mortuary where a postmortem on them will be conducted today.<br />

Okorocha’s in law, Barth Nnaji, Odimegwu also Barely three days after
 submitting the list of the first set of ministerial nominees, President
 Muhammadu Buhari is weighing options on the next batch of nominees.Last
 minutes of intense horse-trading and lobbying are ongoing in the 
affected states.<br />

There were strong indications yesterday that the Presidency is 
shopping for a new Group Managing Director for the Nigerian National 
Petroleum Corporation (NNPC) following the nomination of the present 
holder, Dr. Ibe Kachikwu as a Minister-designate.<br />

The thinking of the presidency is that since Kachikwu will be the 
Minister of State for Petroleum Resources, he cannot continue to be in 
charge of NNPC.<br />

It was learnt that President Buhari believes a Minister cannot be a regulator and an operator at the same time.<br />

Investigation by our correspondent revealed that the jostle for the other slots has become intense in the last 72 hours.<br />

Most of the states are Ondo, Kogi, Abia, Enugu, Imo, Bayelsa, Borno, 
Cross River, Nasarawa, Yobe, Zamfara, Osun, Kaduna, Bauchi, Sokoto, 
Adamawa, Lagos<br />

A reliable source, who spoke in confidence, said: “Despite the fact 
that the President has set his own criteria, he is weighing options on 
the remaining candidates because of interplay of factors.<br />

“Although some aides are proposing the retention of the 42-man 
ministerial structure, others are urging the President to stick to the 
36-team model prescribed by the 1999 Constitution.<br />

“The submission of the first batch of 21 names to the Senate has heightened lobby for the remaining slots.”<br />

It was gathered that governors, party leaders at all levels and 
associates have been trying to reach out to the President and “strategic
 aides.”<br />

But the battle for the slots was said to be keen at press time because no one knew the mindset of the President.<br />

Another source said: “For instance in Imo, ex-President Olusegun 
Obasanjo wants the slot for a former Chairman of the National Population
 Commission (NPC), Chief Festus Odimegwu but Governor Rochas Okorocha is
 rooting for his in-law, Prof. Anthony Anwuka (a former vice 
chancellor).<br />

“Also in contention is a former governorship candidate of the defunct
 Congress for Progressives Change (CPC) in 2011, Hon. Emeka Nwajuba.<br />

“In Abia State, the jostle is between Buhari’s old associate, Ike 
Emenike and the party’s governorship candidate, Anyim Nzeribe, who is a 
loyalist of Governor Rochas Okorocha in the state.”<br />

“Having been familiar with the politics of Kaduna, President Buhari 
is taking sole charge of the ministerial nominee from the state, based 
on certain indices.<br />

“In fact, Governor Nasir el-Rufai is actually staying away from 
making any input in the nomination process. He has left the President 
and other stakeholders to sort it out.<br />

“In Ondo State, the race for the ticket is between a former President
 of the Nigerian Bar Association, Mr. Rotimi Akeredolu (SAN) and a top 
politician from the state, who was an executive of a multinational 
company.<br />

“In Osun, there are three candidates for the slot and Buhari is 
expected to pick one. They are ex-Governor Olagunsoye Oyinlola 
(recommended for his support and loyalty to Governor Rauf Aregbesola and
 APC); the immediate past Vice Chancellor of the University of Ibadan, 
Prof. Isaac Adewole and a prominent politician in the state.<br />

“Apart from also being a favourite of Obasanjo, ex-Governor Oyinlola’s candidacy is also being promoted by some forces in APC.<br />

In Enugu State, our source said the list is longer despite the fact 
that the state chapter of APC could only garner 14,000 votes (less than 3
 per cent of the total votes cast) for Buhari.<br />

The source added: “We have Comrade Osita Okechukwu, who is a reliable
 associate of Buhari. Although Okechukwu, the National Publicity 
Secretary of CNPP, has not met Buhari since his inauguration, he is said
 to be not too keen.<br />

“But others vying for ministerial slot are ex-Minister of Power, 
Prof. Barth Nnaji (seeking a third term in FEC); APC National Vice 
Chairman, South-East, Emma Eneukwu; APC governorship candidate, Chief 
Okey Ezea and Chief Onyemuche Nnamani.<br />

“In spite of the Kwara State slot going to the National Publicity 
Secretary of APC, Alhaji Lai Mohammed, the President of the Senate, Dr. 
Bukola Saraki is still lobbying for the return of his “godson” and 
ex-minister of sports, Bolaji Abdullahi, who was the Deputy Chairman of 
the Strategy Committee for the APC Presidential Campaign Council.<br />

Abdullahi was rated as an asset during the campaign, and for 
resigning from ex-President Goodluck Jonathan’s cabinet, he has earned 
the respect of some APC leaders.<br />

“Saraki’s position may lead to the resuscitation of geopolitical 
representation in the Federal Executive Council to make the team 42.”<br />

Investigation revealed that the challenge at hand is how Buhari will 
manage the choice of the remaining ministers because there are more than
 qualified party members, technocrats and long-standing and trusted 
associates.<br />

A source in the Presidency added: “From the look of things, we may 
have to resort to consensus on some nominees as the case in some states.<br />

“Let me give you the example of Ekiti State. When the nomination of 
the candidate for the state was knotty, ex-Governors Niyi Adebayo and 
Segun Oni met with Buhari where Oni declared without reservation that 
the slot should be given to Dr. Kayode Fayemi. And that assisted in 
tackling the matter.<br />

As at press time, findings confirmed that most APC governors were 
shocked that the President did not allow them to make input into the 
choice of his ministers.<br />

A source in the APC Governors Forum said: “The President determined 
those he wanted to work with him. To a large extent, the governors were 
not consulted on those picked from our states. But they have to bear 
with the President because it is his constitutional prerogative.<br />

He said many governors woke up to read the list of cabinet members like every Nigerian.<br />

“Since the President does not choose commissioners for the governors,
 they cannot pick his ministers for him. I think he is trying to do away
 with the past culture put in place by the PDP.<br />

“The governors were no doubt shocked or surprised but the consolation is that he has chosen credible people.”<br />

Apart from the governors, senators desirous of having the ministerial
 list would have to wait till Tuesday because the Senate President was 
said to have refused to open the envelope sent to him.<br />

A Senator said: “We have all been pestering Saraki to have a glimpse 
of what was sent to him by the President but he said he would not open 
it until Tuesday.”<br />

Meanwhile, the Presidency is shopping for a new Group Managing 
Director for the Nigerian National Petroleum Corporation (NNPC) because 
the present GMD. Dr. Ibe Kachikwu, is minister-designate.<br />

“The thinking in the Presidency is that as a minister, Kachikwu cannot be a regulator and an operator at the same time.<br />

“We have had instances in the past when the two portfolios were 
combined, but the Presidency does not think along this line at present. 
Kachikwu is an asset; this is why he is moving up.<br />

“After the inauguration of the ministers, a new GMD may be appointed 
by the President after consultations with Kachikwu and other 
stakeholders.”
