Ministerial list: a call to service or a reward for service?

Its no longer a news that President Buhari finally released the long awaited ministerial list, the first batch for that  matter, but what wonders most Nigerians is if this candidates are actually called to serve or are they rewarded for their services to winning the presidential election. We all know the role these people played during the general election. And I thought we also want changes in ministerial appointment? Am just saying........... What is your view on this?
