Osinbajo speaks on Nigeria’s unity

Vice-President Yemi Osinbajo on Saturday in Yola, reinstated the 
commitment of the Federal Government to keep one and indivisible 
Nigeria. 

Osinbajo made the commitment while speaking at the reception in Yola 
in honour of the new President of the Lutheran World Federation (LWF), 
the Most Reverend Musa Filibus. 

The vice-president, therefore, urged Nigerians to sustain the unity 
which he said was the dream of the fore fathers of the country. 

According to him, Christians are encouraged to pursue justice and reconciliation with people of other faith. 

While congratulating Filibus for being the first Nigerian and second 
African to emerge President of LWF, Osinbajo urged him to work toward 
uniting the church and promoting peace and love. 

“It is our role as Christians to bind people together and we must do so by self sacrifice and love. 

“On behalf of the Federal Government and Mr President, I wish you an excellence and God guided tenure as President of LWF.” 

Earlier, Gov. Mohammed Bindow of Adamawa, who also congratulated 
Filibus for his elevation and making the people of Adamawa and Nigeria 
proud, assured him of his administration’ support to succeed. 

In his remarks, Filibus thanked the government of Adamawa and Nigeria
 for standing behind him and urged more support and prayers for a 
successful tenure. 

Filibus vowed to make Nigeria proud by being a good ambassador. 

“I will stand to be one among many to prove that Nigeria stands tall among the comity of nations. 

“I give thanks to all who contributed in making me what I am today,” Filibus promised.

The destructive activities of the Boko Haram terrorist group are not over but been greatly curtailed, foreign affairs <a href="http://www.nan.ng/news/boko-harams-menace-not-over-minister/#">minister</a> Geoffrey Onyeama says. 

Onyeama told the Correspondent of the News Agency of Nigeria in New 
York that threats from the Boko Haram insurgents were, however, not yet 
over. 

He noted the cases of suicide attacks on soft targets and the 
abduction of civilians but said the sect was no longer on the offensive. 

He also urged the international community to realise that the fight against Boko Haram was not a conventional warfare. 

“This is a fight that sometimes you don’t even know who you’re 
fighting. So you have to be careful because someone you think is a 
friend can turn out to be an enemy.” 

According to him, the capability of the sect had been weakened 
through the decisive leadership provided by President Muhammadu Buhari 
and the military. 

“The Boko Haram crushing was used in a context. Before the President 
Muhammadu Buhari’s administration came into power, Boko Haram captured 
territories. 

“Boko Haram was an existential threat. But today, they are no longer 
holding any territory; they now only engage in soft targets,” he said. 

According to him, the Federal Government will continue to cooperate 
with the international community to share strategy to overcome the 
security challenge. 

“We will use the General Assembly to continue to strategise against Boko Haram. 

“I am happy to announce that the present U.S. administration has made
 weapons available to Nigeria in the fight against Boko Haram,” Onyeama 
said. 

He regretted that the U.S. Government refused to sell weapons to 
Nigeria at some point but that the position had since changed with 
administration of President Donald Trump. 

“I think the problem to certain extent was really not too much with 
the executive of the U.S. Government but the legislature, the Congress. 

“There were a number of Congressmen that were holding out against it.
 President Donald Trump came in and he gave our President the assurance 
that he will get these weapons to Nigeria. 

“So obviously he’s been able to convince those Congressmen who were opposed to it,” he said. 

He regretted the huge humanitarian challenges caused by the activities of Boko Haram terrorists in the northeast. 

According to him, Nigeria will organise a side-event during the 72nd 
of the UN General Assembly to draw international attention to the 
gravity of the humanitarian challenge in northeast. 

Onyeama commended UN, partners and the donor countries for their contributions towards addressing the humanitarian challenge. 

The <a href="http://www.nan.ng/news/boko-harams-menace-not-over-minister/#">minister</a> said: “At the Oslo Conference on Nigeria and Lake Chad Basin, many countries made pledges and the pledges are being redeemed. 

“But several factors responsible for the crisis in the region must 
also be addressed. Looking at the root causes of Boko Haram, climate 
change played a key role. 

“The shrinking of Lake Chad played a role. The Lake has shrunk by 
about 90 per cent. So we are appealing to the international community to
 recharge the Lake Chad.” 

Onyeama said the Nigerian delegation at UNGA 72 would also give 
priority to attracting support for the internally displaced persons as a
 result of terrorist acts and recent flooding as well as mitigating the

US mulls military action against North Korea

U.S. Secretary of State Rex Tillerson accused North Korea on Friday 
of threatening the entire world, and President Donald Trump’s national 
security adviser said the administration is not ruling out a possible 
military action against the regime. 

The reactions came after North Korea fired a missile over Japan for 
the second time in under a month in defiance of international pressure 
over its missile and nuclear programs. 

“There is a military option,” H.R. McMaster, Trump’s security adviser
 said during a press briefing at the White House, flanked by U.S. 
Ambassador to the United Nations Nikki Haley. 

But he clarified that the military option is not a preferred option, hoping that all other diplomatic moves will succeed. 

McMaster urged all nations to do more to rein in the North, which he
 called “one of the world’s most urgent and dangerous security 
problems.” 

In the latest attempt to deal with an issue that has repeatedly 
frustrated world powers, the U.N. Security Council was due to meet on 
Friday to discuss the missile launch, at the request of the United 
States and Japan. 

The council’s 15 members unanimously stepped up sanctions against 
North Korea over a nuclear bomb test it staged on Sept. 3, imposing a 
ban on North Korea’s textile exports and capping its imports of crude 
oil. 

North Korea has launched dozens of missiles under leader Kim Jong Un 
as it accelerates a weapons program designed to give it the ability to 
target the United States with a powerful, nuclear-tipped missile. 

Tillerson said in a speech to foreign officials that the tests 
threaten the world and stressed the United States was working closely 
with regional allies Japan and South Korea. 

“In East Asia, an increasingly aggressive and isolated regime in 
North Korea threatens democracies in South Korea, Japan, and more 
importantly, and more recently, has expanded those threats to the United
 States, endangering the entire world,” Tillerson said. 

Taking a tougher line than Tillerson, White House National Security 
Adviser H.R. McMaster said the United States was fast running out of 
patience for diplomatic solutions on North Korea. 

“We’ve been kicking the can down the road, and we’re out of road,” McMaster told reporters. 

“For those … who have been commenting on a lack of a military option,
 there is a military option,” he said, adding that it would not be the 
Trump administration’s preferred choice. 

North Korea’s latest test missile flew over Hokkaido in northern 
Japan on Friday and landed in the Pacific about 2,000 km (1,240 miles) 
to the east, the Japanese government said. 

It traveled about 3,700 km (2,300 miles) in total, according to South
 Korea’s military, far enough to reach the U.S. Pacific territory of 
Guam, which the North has threatened before. 

“The range of this test was significant since North Korea 
demonstrated that it could reach Guam with this missile,” the Union of 
Concerned Scientists advocacy group said in a statement. However, the 
accuracy of the missile, still at an early stage of development, was 
low, it said. 

On Thursday, Tillerson called on China, Pyongyang’s only ally, and 
Russia to apply more pressure on North Korea by “taking direct actions 
of their own. 

But Beijing pushed back. 

Trump will meet with South Korean President Moon Jae-in and Japanese 
Prime Minister Shinzo Abe on the sidelines of the U.N. General Assembly 
in New York next Thursday, McMaster said.

Igbo people resident in northern commercial city of Kano have spurned
 the activities of Independent Peoples of Biafra (IPOB) and its leader, 
Mr. Nnamdi Kanu. 

Chief Ebenezer Chima, the President-General of Igbo Community 
Association in Kano state, rejected and dissociated the Igbo from the 
activities of IPOB. 

“We want to state categorically here that we, the Igbos residing and 
doing business in Kano state, unequivocally state that we dissociate 
ourselves from the activities of IPOB and its leader, Nnamdi Kanu. 

“We are strongly advocating for peace and unity in the land,” Chima said. 

While condemning “in its entirety’’ the unfortunate and avoidable 
crisis in Abia, he called on all Igbo resident in the state to remain 
calm as nothing would happen to them. 

According to him, the state government under the leadership of Gov. 
Abdullahi Ganduje and security agents have given the assurance of 
adequate security of our lives and property. 

“However, we join the South-East governors, the leadership of Ohaneze
 Ndigbo and other notable Igbo leaders, to ask the Federal Government to
 address the issues of equality and even distribution of our common 
wealth. 

“This, we believe will bring an end to these agitations in the country.’’ 

On his part, President of Ethnic Community Leaders Association 
(ECLAK) in the state, Dr Jimpat Ayelangbe, assured all non-indigenes of 
adequate security of their lives and property. 

He said that the assurance stemmed from the meetings they had with various leaders and security agencies in the state. 

“ECLAK got the mandate to speak to the media by allaying fears of our people over the concern of their lives and property. 

“ECLAK is interested in a united Nigeria because we believe that 
those not living in their states of origin should not contribute to 
disorganise the country.’’ 

Ayelangbe commended the Northern states governors and their 
South-East counterparts and leadership of the All Progressives Congress 
(APC), who had constituted committees on restructuring. 

He called on his members and other Nigerians to avoid hate speeches in order to foster national unity.</div>

Saudi Arabia, the United Arab Emirates, Egypt and Bahrain cut 
diplomatic and trade links with Qatar on June 5, accusing the world’s 
biggest exporter of liquefied natural gas of financing terrorism and 
cozying up to their arch-rival Iran. Doha denies the charges. 

Saudi Arabia’s Crown Prince Mohammed bin Salman spoke by phone with 
Sheikh Tamim a week ago in what looked like a breakthrough. But Riyadh 
promptly suspended any dialogue with Doha, accusing it of “distorting 
facts” in its news agency’s report of the interaction. 

“As you know we have had a siege of more than 100 days against 
Qatar,” Sheikh Tamim told a joint news conference with German Chancellor
 Angela Merkel in Berlin. “We spoke about Qatar’s readiness to sit at 
the table to solve this issue.” 

For her part, Merkel said she was concerned that there was still no 
solution to the crisis, adding she supported efforts by Kuwait and the 
United States to mediate an end to the dispute. 

Sheikh Tamim also said he retained confidence in German firms and will hold on to stakes in Deutsche Bank and Volkswagen. 

Separately, Qatar’s foreign ministry warned its citizens against 
traveling to Egypt, because it said the authorities there had imposed 
“security measures” on Qataris entering the country. It did not provide 
details in a statement.

PUBLIC AWARENESS ON THE STATE OF INDIGENOUS PEOPLE OF BIAFRA 
1. The Indigenous People of Biafra (IPOB) group which has posed to be a security challenge in the Country, has been metamorphosing from one stage to the other.  After due professional analysis and recent developments, it has become expedient, to notify the general public that; the claim by IPOB actors that the organization is non violent is not true.  Hence, the need to bring to public awareness the true and current state of IPOB.  In this regard, some of their actions, clandestinely and actively, that has been terrorising the general public among others include;
a. The formation of a Biafra Secret Service.
b. Claimed formation of Biafra National Guard.
c. Unauthorised blocking of public access roads.
d. Extortion of money from innocent civilians at illegal road blocks.
e. Militant possession and use of weapons (stones, molotov cocktails, machetes and broken bottles among others) on a military patrol on 10 September 2017. 
f. Physical confrontation of troops by Nnamdi Kanu and other IPOB actors at a check point on 11 September 2017 and also attempts to snatch their rifles.
g. Attack by IPOB members, on a military check point on 12 September 2017, at Isialangwa, where one IPOB actor attempted to snatch a female soldier’s rifle.
2. From the foregoing, the Armed Forces of Nigeria wishes to confirm to the general public that IPOB from all intent, plan and purpose as analysed, is a militant terrorist organisation.  Therefore, parents and particularly unsuspecting residents of the South East and other Nigerians should advice their wards to desist from joining the group.
3. The Defence Headquarters restates its commitment to handling all the security challenges in the Country and further assures all Nigerians of the protection of lives and property.

Nigerian Popular Nollywood actor, Mr John Okafor, also known as 
“Ibu’’ is planning to shoot a movie involving stars from Liberia, Kenya,
 Ghana and Botswana, to highlight evils of xenophobia. 

Okafor, told the News Agency of Nigeria (NAN) in Johannesburg, on 
Friday that majority of the actors would also be South Africans. 

He said that the movie would turn the table around and help in promoting peace on the long run. 

He said that the script of the movie was being written by some gifted writers while planning and pre-production had commenced. 

Okafor also said that the film would be shot on locations in South Africa, Kenya and Botswana. 

“ The pre-production is on now. The scripting is also on. When I 
return to Nigeria, we will meet with the directors and technical crew to
 discuss the effects of the plot. 

“ When the plot impacts on our thinking, then we would have achieved something, ” he said. 

The actor said the next phase would be to visit the concerned 
countries for auditions to determine those eligible to act in the film. 

Okafor said that Nollywood movie industry was still growing and would achieve set targets. 

He also said he had done more than 300 movies since his debut in December, 1978. 

Mr Adetola Olubajo, President, Nigeria Union, said the body would partner with Okafor on a social cohesion programme. 

“ We are planning a programme aimed at creating synergy and social cohesion between Nigeria and South Africa.

The Nigerian currency, naira, lost N2 to the dollar at the parallel 
market on Thursday, the News Agency of Nigeria (NAN) reports. 

It exchanged for N369 to the dollar, weaker than N367 posted on 
Wednesday, while the Pound Sterling and the Euro closed to the naira at 
N478 and N437, respectively. 

At the Bureau De Change (BDC), the naira was sold at N363 to the 
dollar, while the Pound Sterling and the Euro closed at N478 and N437, 
respectively. 

Trading at the investors’ window saw the naira closing at N360.50 to 
the dollar, while it exchanged at N306 to the dollar at the CBN window. 

Traders said demand for dollar far outstripped supply as usual. 

NAN reports that the naira had been battling to remain stable at N365
 to the dollar before the forces of demand and supply pushed its 
depreciation further. 

Some financial analysts had on Tuesday argued that the naira, at N360 to the dollar, was undervalued. 

In spite of over 3.6 billion dollars injected to the foreign exchange
 market by the CBN since February, the naira rate was still struggling 
to be stable.

The Nigerian Army says it has commenced investigations into the 
alleged breach of human rights in the ongoing Operation Python Dance in 
the South-East. 

The Col. Sagir Musa, the Deputy Director, Army Public Relations in 
the 82 Division, made the disclosure in Enugu on Thursday while speaking
 with our correspondent. 

Videos of alleged tortures of some youth in some parts of Abia have gone viral in the social media. 

According to Musa, in line with the rules of engagement and code of 
conduct guiding internal security operations, those found wanting, if 
any, would be dealt with. 

“The Nigerian Army does not encourage or condone indiscipline and unprofessional conduct in any form,’’ he said. 

The army spokesman maintained that its troops did not kill anybody in Aba as insinuated in the social media. 

He explained that the Python Dance 11 was conducted every Ember month
 to check obvious criminal activities including kidnapping, armed 
robbery and the recent secession agitations in the zone. 

“Python Dance 1 was conducted in September 2016 in the zone and it 
was a huge success because rate of crime dropped drastically and people 
celebrated their yuletide peacefully. 

“Even road accident rates also dropped from reports by the Federal Road Safety Corps (FRSC),’’ he said. 

Musa regretted that the second exercise received high criticisms. 

He appealed to the general public to use the dedicated mobile phone 
numbers issued for credible and reasonable complaints about the conduct 
of the troops and the entire operations. 

In another development, the army spokesperson received the South-East
 Human Rights Situation Room led by Prof. Joy Ezeilo on the violence in 
the South-East. 

Ezeilo urged the military to adopt international human rights law and
 global best practices in carrying out the exercise in the zone. 

She solicited the partnership and cooperation of the Nigerian Army in
 sensitising the public to the operation, adding that the group had 
established a hotline, 09060002128 to receive reports of any 
infractions. 

The law professor appealed to residents of the zone to be law abiding and shun violence in any situation.

An Abuja High Court in Jabi on Thursday, affirmed Mallam Mohammed 
Kabiru and Mr Emeka Okegwu as interim National Chairman and interim 
Secretary of newly-registered All Progressive Democratic Alliance 
(APDA). 

Kabiru and Okegwu were joined by APDA as defendants in a suit by a 
member of the party, Chief Raymond Dokpesi, who claimed to be the 
Chairman of the party’s Board of Trustees (BoT). 

Dokpesi had prayed the court to stop Kabiru and Okegwu from parading 
themselves as members of the National Executive Committee of the party. 

He alleged that the defendants’ tenure as members of the NEC of the 
party expired on March 14, 2017, based on the letter of appointment 
allegedly issued to them. 

The judge, Justice Yusuf Halilu, while delivering judgment on the 
matter stated that based on facts before the court, the defendants had 
assumed office as interim officers of APDA before the purported 
appointment letter. 

“Going by exhibits C and D before the court, the Independent National
 Electoral Commission (INEC) had been relating with the defendants 
before March 14,’’ he said. 

Halilu noted that exhibit C, which was the party’s letter of 
application for registration as a political party dated March 2, 2017 
was signed by the interim chairman and secretary. 

He added that exhibit D was an INEC reply to the application, saying 
that as a result of this, the defendants could not have been appointed 
by Dokpesi. 

The judge further held that two contradictory letters written by the 
party to INEC, informing it of its interim National Working Committee 
meeting were replied by INEC to the defendants. 

He stated that going by Section 7 (1) of APDA Constitution, the 
meeting of the party’s interim National Working Committee summoned by 
the interim BoT chairman should not have held. 

He said that this was especially so since the section of the 
constitution stated that two-third of members of the executive committee
 should notify the chairman to summon such meeting, which did not 
happen. 

According to the judge, whatever decision taken at the said meeting 
after INEC’s reply to the two contradictory letters could not stand in 
the eye of the law. 

He, therefore, set aside the decision taken at the meeting summoned 
by Dokpesi, which resulted in the election of Mainasara Ilo as the 
party’s acting national chairman. 

Halilu further held that by the provision of the party’s 
Constitution, Dokpesi could not have been its interim BoT chairman since
 he had not spent up to five years as it stipulated. 

According to him, since the party was newly registered, Dokpesi could not have spent five years to qualify as a BoT member. 

The judge stated that while filing INEC’s form PA1 for registration, 
the column for BoT was left blank and pointed out that if Dokpesi had 
been the party’s BoT chairman the column would not have been left blank. 

“It is clear that High Chief Dokpesi has acted in violation of the 
party’s Constitution, all such acts carried out are hereby set aside,” 
Halilu stated. 

“The first and second defendants remain the only national officers and those elected under their supervision,” he added.

The Plateau State Government on Friday imposed a dusk-to-dawn curfew 
on Jos Metropolis following “rumoured skirmishes, tension and confusion”
 over the situation in South-East. 

The government, in a statement signed by Mr Emmanuel Nanle, Director 
of Press Affairs, said that the action was to avert a further breakdown 
of law and order. 

It said that security personnel had been deployed to flash points to 
ensure compliance with the order, and advised miscreants to avoid a 
clash with the law. 

The statement quoted Gov Simon Lalong as expressing shock and dismay 
over the sudden build up of tension in Jos, while warning that 
government would not allow disgruntled elements to disrupt the peace. 

“I am surprised that some disgruntled elements claiming to be 
reacting to agitations by the Independent Peoples of Biafra in the 
South-East, decided to throw Jos metropolis into confusion. Let everyone
 be clear about this – we shall not allow it,” Lalong was quoted as 
saying. 

It further quoted the governor as assuring all Plateau residents of 
protection, while appealing to religious and community leaders to 
promptly report anyone seeking to take advantage of the situation to 
engage in criminality. 

Lalong also declared that Plateau was home to all Nigerians irrespective of religious or ethnic differences. 

Mr Tyopev Terna, Public Relations Officer of the Plateau Police 
Command, who spoke on the “confusion in the city,” said that it was 
caused by rumours that some hoodlums were attacking some people over 
developments in the South-East. 

“We have deployed our men to all parts of the city, but nothing has been reported. 

“Outside the rumour, there is no particular incident that took place,” he said. 

Terna said that the situation got wilder when Igbo shop owners quick locked their shops and started moving home in droves. 

“Immediately people saw the frenzy with which the shops were being 
locked, they started running; they all started scurrying to safety in 
various directions because they suspected that trouble was looming. 

“With everybody running at the same time, confusion enveloped the 
city, especially the market area. Many people sustained injuries in the 
stampede,” he said. 

He urged Plateau residents to be calm and assured them of protection against any attack by miscreants. 

Terna also advised miscreants to leave Plateau as security agents had been deployed to all corners to deal with them. 

There is
 reports that tension and confusion enveloped the city beginning from 
around 5 p.m. following rumours that youths were attacking people over 
the situation in the South-East. 

Areas worst affected by the confusion included Akpata, Teminus, Gada-biyu and Yan-trailer.

Japan has strongly protested the latest ballistic missile launch by 
irritant neighbour, North Korea, calling it an intolerable provocation. 

North Korea fired the ballistic missile, with a range of 3,700 Kms  over Japan on Friday morning. 

The missile was launched at 6:57 a.m. Japan time (2157 GMT). It flew 
over Hokkaido and splashed down at 7:16 a.m. (2216 GMT) some 2,000 
kilometres east of the northern island’s Cape Erimo, said Chief Cabinet 
Secretary Yoshihide Suga. 

Japan protested  the latest launch in the strongest terms and will 
take appropriate and timely action at the United Nations and elsewhere, 
staying in close contact with the United States and South Korea, Suga 
told reporters. 

Before the missile launch,  a North Korean state agency threatened 
 to use nuclear weapons to “sink” Japan and reduce the United States to 
“ashes and darkness” for supporting a U.N. Security Council resolution 
and sanctions over its latest nuclear test. 

The Korea Asia-Pacific Peace Committee, which handles the North’s 
external ties and propaganda, also called for the breakup of the 
Security Council, which it called “a tool of evil” made up of 
“money-bribed” countries that move at the order of the United States. 

“The four islands of the archipelago should be sunken into the sea by
 the nuclear bomb of Juche. Japan is no longer needed to exist near us,”
 the committee said in a statement carried by the North’s official KCNA 
news agency. 

Juche is the North’s ruling ideology that mixes Marxism and an 
extreme form of go-it-alone nationalism preached by state founder Kim Il
 Sung, the grandfather of the current leader, Kim Jong Un. 

Regional tension has risen markedly since the reclusive North 
conducted its sixth, and by far its most powerful, nuclear test on Sept.
 3, following a series of missile tests, including one that flew over 
Japan. 

The 15-member Security Council voted unanimously on a U.S.-drafted 
resolution and a new round of sanctions on Monday in response, banning
