N93.1B has been appropriated for this in the 2016 budget.”</div>

These measures, Osinbajo said, would lift the ordinary man from the pangs of economic hardship and poverty. “Long before now, the Presidency has made adequate arrangements in the 2016 budget to ensure that Nigerians are lifted from poverty and hardship.</div>

A statement by the media spokesperson for Vice President Yemi Osinabjo, Mr. Laolu Akande in Abuja on Sunday stated “All together the federal government would be directly impacting the lives of more than 8 million Nigerians in different social investment 2016 budget spending that would provide succor and be a ready-made palliative to ordinary Nigerians.” Giving a breakdown of the interventions and palliatives, Akande said that said that there would “the direct payment of N5000 monthly to one million extremely poor Nigerians for 12 months as provided for in the 2016 budget for which N$68.7B has been appropriated.” Similarly, the government has also made available a “direct provision of very soft loan -cash for market women, men and traders, including artisans and Agric workers. This would be for a total of 1.76m Nigerians, without the requirement for conventional collateral. Some of the traders will likely get about N60,000. A total sum of N140.3B has already been appropriated for this in the budget”. The details also showed their there would be “payment of between N23,000 to N30,000 per month to 500,000 unemployed graduates who would be trained, paid and deployed to work as volunteer teachers, public health officers and extension service workers among other responsibilities. They would also be given electronic devices to empower them technologically both for their assignments and beyond”. According to the media aide, “100,000 artisans would also be trained and paid N191.5B has been set aside for this in the passed budget.” He also said that “At least 5.5 million Nigerian primary school children -ie starting first in 18 states-three per geopolitical zones-would be fed for 200 school days under the free Homegrown School Feeding Programme”, as “N93.1B has been appropriated for this in the 2016 budget.” In this same vein “100,000 tertiary students in Science Technology Engineering & Maths-STEM, plus Education will partake in the N5.8B already provided for this education grant in the budget. While describing the remand order reportedly granted to the Economic and Financial Crimes Commission (EFCC) to detain the former Minister of Aviation, Femi Fani-Kayode indefinitely as a show of judicial rascality, the governor said; “it is worrisome that some court magistrates, especially in the Federal Capital Territory (FCT) have turned themselves into allies of the EFCC in its persecution of Nigerians who are opposed to President Mohammadu Buhari’s anti-people policies.”</div>

The analysis revealed that 4, 916 workers were employed in the last three years without due process as no vacancies were declared nor advertised for qualified and interested persons to compete for the positions.</div>

The document showed that federal character principles were not adhered to in the recruitment of 486 in 2013; 4, 368 in 2014 and 50 in 2015.The federal character principle requires that employment into government agencies be evenly distributed across the country. The official document showed the civil service hired 73.9 per cent of the staff from the south, leaving only 26.1 percent for the north.</div>

Dr. Shettima Bukar Abba who is the chairman of FCC wrote a letter to the FCSC questioning the lopsided recruitment scheme which favoured some regions at the expense of others.</div>

It questioned how the south-south could be allocated 33.6 per cent of the total candidates recruited as against the combined 26 per cent allocated to the north-east, north-west and north-central.</div>

The letter also questioned the allocation of 27.2 per cent of the candidates recruited from the South-west which was more than the allocation of the entire three zones of the North combined.</div>

However, Dr Joel Oruche who is the spokesperson of the FCSC claimed that the discrepancies in the past few years could be traced to specific requirements like specialised fields, gender factors, presidential awardees for 2012, 2013 and 2014 who were granted automatic employments, skilled physically challenged and wider range of job selection for states with limited skilled manpower.</div>

The Governor of Benue State, Samuel Ortom, has called for the establishment of ranches for Fulani herdsmen and their cattle to reduce the incidence of clashes between them and farmers across the country.</div>

Ortom, while receiving members of the House of Representatives Committee on Security and Intelligence at the Benue People’s House, on Thursday, suggested that such ranches should be established with the collaborated efforts of the three tiers of government and provision of security, social amenities, nomadic schools and markets within the designated areas.</div>
